Public Participation
Addressing the Board of Trustees
Members of the public may address the Board of Trustees by
oral presentation concerning any subject that lies within the jurisdiction
of the Board of Trustees provided the requirements and procedures
herein set forth are observed:
1. Individuals
wishing to speak to the Board at a Board of Trustees meeting during Public
Comments or regarding item(s) on the agenda must complete an information card
with name, address, name of organization (if applicable) and the topic or item
on which comment is to be made.
Five minutes is
allotted to each speaker per topic. If
there are more than four speakers on any topic or item, the Board reserves the
option of limiting the time for each speaker.
A speaker’s time may not be transferred to another speaker.
General Public Comments and Consent Agenda
• The
card to speak during Public Comments or on a Consent Agenda item must be
submitted to the recording secretary at the meeting before the Board reaches the
Public Comments section in the agenda.
• Five
minutes is allotted to each speaker per topic for general public comments or
per item in the Consent Agenda. The speaker must adhere to the topic.
Individuals wishing to speak during Public Comments or on a specific item on
the Consent Agenda will be called upon during Public Comments.
Major Items of Business
• The
card to speak during Major Items of Business must be submitted to the recording
secretary at the meeting before the Board reaches that specific item
in the Major Items of Business in the agenda.
• Five minutes is allotted to each speaker
per item in Major Items of Business. The speaker must adhere to the topic.
Individuals wishing to speak on a specific item in Major Items of Business will
be called upon at the time that the Board reaches that item in the agenda.
2. No uncivil or
disorderly conduct shall be permitted at any Board of Trustees meeting.
Persistence in displaying such conduct shall be grounds for summary termination
and/or removal of the person from the meeting by the Chair.
3. No oral
presentation shall include charges or complaints against any employee of the
District, regardless of whether or not the employee is identified in the
presentation by name or by another reference which tends to identify the
individual. Charges or complaints
against employees shall be submitted to the Board of Trustees under provisions
of Board Policy Section 9421. Any
employee against whom charges or complaints are to be made must be given 24
hours advanced notice and may request any such charges or complaints are heard
in closed session.
4. Exceptions: This policy does not apply to individuals
who address the Board at the invitation or request of the Board or the
Superintendent.

CONSENT AGENDA: CONTRACTS AND GRANT
RECOMMENDATION NO. 2 CONSULTANT AGREEMENT FOR
PLANNING AND DEVELOPMENT
It is recommended that the Board
of Trustees authorize the extension of the contract with consultant John Rowett
for services in the Planning and Development Office through March 31, 2000, for
an amount not to exceed $8,700.
Funding
Source: District Funds
Comment: John Rowett has assisted the Director of
Development in implementing and maintaining a comprehensive program in planned
giving. This extension is necessary to
complete ongoing projects.
RECOMMENDATION NO. 3 AMENDMENT TO CONTRACT WITH
TOTAL RECALL REALTIME CAPTIONING
It is recommended that the Board
of Trustees approve an amendment to the contract with Total Recall Realtime
Captioning to provide real-time captioning services to non-signing deaf
students for the academic year 1999–2000 for an additional amount of $12,000,
total not to exceed $30,000 per year.
Funding Source: Disabled Students Center
Comment: The
contract was previously approved by the Board for an amount not to exceed
$18,000. An increase is necessary
because of the need for additional captioning services.

CONSENT AGENDA: ACADEMIC AND STUDENT AFFAIRS
RECOMMENDATION NO. 5 CONSULTANT CONTRACTS -
SATURDAY SCIENCE ACADEMY
It is recommended that the Board
of Trustees ratify a consultant contract with Judith Lindo to assist in the
Saturday Science Academy biology course for the period of January 1, 2000
through March 31, 2000, for an amount not to exceed $450.

Projects/Chancellor's Office
Comment: This is a collaborated effort among Santa Monica College, the
Center for Educational Achievement and Charles Drew Medical Center.
RECOMMENDATION
NO. 6 PAYMENT TO eCOLLEGE.COM
It is recommended that the Board of Trustees authorize
payment in the amount of $4,990 to eCollege.com for the per student technology
fee charged for Santa Monica College students enrolled in Winter 2000 online
classes.
Funding Source: District
funds
Comment: eCollege.com
charges a technology fee of $27 per resident student and $307 per nonresident
student for enrollment in online classes.
This amount of $4,990 reflects the enrollment of 37 resident and 13
nonresident Santa Monica College students in online classes offered through
eCollege.com. The cost is covered by
the apportionment received for resident students and nonresident student
tuition. (Current California
regulations do not permit districts to require students to pay a separate
technology fee in addition to enrollment fees or nonresident tuition.)

CONSENT AGENDA: ACADEMIC AND STUDENT AFFAIRS
RECOMMENDATION NO. 7 CONTRACT WITH COMMUNITY CAREER
DEVELOPMENT, INC.
It is recommended that the Board
of Trustees ratify the provision of the contract with Community Career Development,
Inc. (CCD) that requires Santa Monica College to pay CCD the amount of
$1.30/square foot, not to exceed 400 square feet, on a monthly basis.
Funding Source: Proceeds from the approved and executed
agreement with Community Career Development (CCD).
Comment: At its January meeting, the Board of Trustees authorized
entering into an agreement with CCD to provide telecommunication training
services at CCD's facility. This fee
secures the space necessary for the Office of Workforce and Economic
Development to deliver program and services.
RECOMMENDATION NO. 8 CUSTOMIZED TRAINING PROGRAM
It is recommended that the Board
of Trustees authorize entering into agreement with Computer Based Education
(CBE) to provide the pole-climbing facilities and classroom for eligible
participants referred to the Office of Workforce & Economic Development,
for the period of March, 2000 through June, 2000, for an amount not to exceed
$1,000 per participant.
Funding Source: Proceeds from the approved and executed
agreement with Community Career Development (CCD).
Comment: At its January meeting, the Board of Trustees authorized
entering into an agreement with CCD to provide telecommunication training
services at CCD's facility. CBE will
provide pole-climbing facilities, a classroom, and an instructor so those
students can receive the final 40 hours of training.

RECOMMENDATION NO. 9 FACILITIES FOR OFF-CAMPUS
EMERITUS COLLEGE CLASSES, SPRING 2000
It is recommended that the Board
of Trustees authorize contracts for facilities to house off-campus Emeritus
College classes for Spring, February 14 through June 10th, 2000. It is further recommended that payment per
class session be authorized as stated on the list.
Comment: The college uses off-campus facilities in
Santa Monica to hold Emeritus College classes.
The facilities are used from 1 to 8 times per week, for 6 to 16 weeks
depending on the facility and the class.
There is no charge for the majority of facilities. The list of facilities is on file in the
Emeritus College Office and Business Office.
RECOMMENDATION NO. 10 COMMUNITY SERVICES/EXTENSION

It is recommended that the Board
of Trustees approve an addendum to the seminars/courses for the Santa Monica
College Community Services and Extension programs for Spring, 2000.

Comment: The hourly rate of pay for community
services instructors is $27.40. The hourly

Monica College District and instructors.

RECOMMENDATION NO. 12 CONSULTANTS – PROFESSIONAL
DEVELOPMENT
It is recommended
that the Board of Trustees authorize the following consultant contracts:
MARY COONEY will
provide a training workshop on March 7, 2000 to the full-time faculty in the
Business Department on the use of Microsoft Office 2000, for a fee of $1,200.
ENVIRONMENTAL SYSTEMS
RESEARCH, INC. will provide hands-on training on March 7, 2000 to the Earth
Science Department on the ArcView GIS systems, for an honorarium of $500 plus
expenses not to exceed $120.
KAREN BENJAMIN AND
ALAN CHAPMAN will perform in Sunset Cabaret on March 23, 2000 at the
Madison Site for a fee of $500.
JB SYSTEMS INC. dba
MAINSAVER CORPORATION to provide software training for members of the staff of
the Facilities Department for an amount not to exceed $4,000.
Funding Source: Staff
Development/Special Projects under AB 1725.
Comment: These consultants will provide training
approved by the Staff Development Committee.
RECOMMENDATION NO. 13 CONSULTANT CONTRACT FOR
FACILITATION SERVICES
It is recommended that the
Board of Trustees approve a contract with the Center for Dispute Resolution to
provide facilitation services related to collective bargaining with the Faculty
Association, for a fee not to exceed $2,000 per day, plus expenses.
Funding Source: District Funds. The Faculty Association will make an
appropriate
contribution toward the payment.
RECOMMENDATION NO. 14 AMENDMENT
TO CONTRACT FOR INTERIM ATHLETIC DIRECTOR
It is recommended that the
Board of Trustees amend the contract with Terry Marre to provide services as
interim athletic director at a total amount not to exceed $17,000 through June
30, 2000.
Comment: The assignment has been extended through
June 30, 2000 until the Director of Athletics position is permanently
filled. The total amount remains the
same.

DEVELOPMENT DAY
It is recommended
that the Board of Trustees authorize the following consultant contracts for
Classified Staff Development Day, Tuesday, March 7, 2000:
DR. DANA PICORE will
provide a 45 minute keynote presentation plus two one-hour breakout sessions
during the day on Stress Reduction and Workplace Violence, for an honorarium of
$1,000.
NADINE FRANKLIN will
provide a two-hour workshop on CalPERS Retirement Planning, at no cost.
JOANNE DADSKY will
provide two one-hour workshops on Longevity, at no cost.
JOHN ROWETT and
JENNIFER HONEY willl provide a two-hour workshop on Estate Planning/Managing
your Assets, at no cost.
DEBRA JACOBS will provide
two two-hour workshops on injury and pain prevention in the workplace
environment, for an honorarium of $400.
CSEA (California
School Employees Association) will provide a two-hour program, “True Colors,”
at no cost.
Funding Source: Staff
Development grant under AB 1725.
Comment: The subcommittee of the professional
development committee developed the program and selected the consultants for
Classified Staff Development Day.

for editing services and at varying rates for board operation services, for a

NO. 22 KCRW AGREEMENT
It is
recommended that the Board of Trustees authorize an agreement with the KCRW
FOUNDATION to provide performers for “Zebra Striped Hearst” for a total not to
exceed $16,000 and for “Black Betty” for a total not to exceed $14,000.

Comment: Under the agreement, the KCRW
Foundation is responsible for providing performers necessary to produce these
radio productions. This agreement
facilitates the production of the programs in a more timely manner.
RECOMMENDATION NO. 23 TELECOMMUNICATIONS & TECHNOLOGY NETWORK SERVICES
AND SUPPORT AGREEMENT
It is
recommended that the Board of Trustees ratify a renewal of an agreement with
the LOS ANGELES COUNTY OFFICE OF EDUCATION (LACOE) for the provision of
telecommunications and technology network services and support for the period
of July 1, 1999 through June 30, 2002 at a cost of $4,000 per year.

and maintenance of the computer network with LACOE.

24-B FACILITIES: EARTHQUAKE REPACEMENT SCIENCE BUILDING, CHANGE ORDER NO. 20

recommended that the Board of Trustees approve Change Order No. 20 with POZZO
CONSTRUCTION CO.

Comment: This change order provides for architect
recommended change in interior finishes, installation of vinyl base, additional
detailing costs associated with locating beams at shaft opening, modification
of aluminum panel covers at balcony, additional roof walk pads, installation of
bent plates at expansion joints and edge of slab locations, install drywall at
steel tube columns and at custodial closet, install water control valves,
modifications to wheelchair lift framing, modify casework, modify shaft at
Stair #7, provide power to garbage disposals per manufacturers direction,
modify electrical outlets at teaching benches for Owner AV equipment needs,
provide insulation at reheat coils, provide lead flashing at roof penetrations,
and provide isoduct cover plates. Also
provides for manufacturers request for supply and return ductwork serving
Environmental Room equipment, Santa Monica Fire Department requested additional
fire extinguisher installations, and Owner request to provide BEMS laptop
computer in lieu of workstation and provide Carrier Controls as standard
software.
This change
order also provides a credit of ($130,380) for deletion from contract of
building Mechanical/Electrical/Plumbing commissioning, and a credit of ($1,657)
for deletion from contract of exterior gyp sheathing from South wall of
Classroom B.

24-C FACILITIES: EARTHQUAKE REPLACEMENT SCIENCE BUILDING – AGREEMENT FOR
COST-ESTIMATING SERVICES
It is recommended that the Board
of Trustees authorize an agreement with PACIFIC GENERAL CONTRACTORS to perform
cost-estimating services associated with the Earthquake Replacement Science
Building project for an amount not to exceed $2,200, plus reimbursables.
Funding Source: FEMA/District
Comment: As
part of the close-out process for the Earthquake Replacement Building project, the
Project Architect, Construction Manager and Owner’s Representative have
identified remaining Punchlist items left unfinished by the General Contractor,
Pozzo Construction. This agreement will
facilitate the establishment of a line item cost-estimate for all unfinished
work items. Values established by this
cost-estimate will then be used by the District as a basis for negotiation with
the General Contractor for backcharges the District seeks for undone work, and
the estimated amounts required to the have the unfinished work performed by
another General Contractor.
RECOMMENDATION
NO. 24-D FACILITIES: ARCHITECTURAL SERVICES AGREEMENT
It is
recommended that the Board of Trustees enter into an agreement with CALDWELL
ARCHITECTS to provide architectural services to prepare necessary plans to
remodel the one-story Assistance League child care facility to be used for the
District's child care program. Time and
materials fee not to exceed $20,000.
Funding Source: CalWORKs Child Care Facility Grant
Comment: The
District has been authorized to enter into an agreement to lease the former
Assistance League child care facility.
This agreement for architectural services is the next step in the
process to prepare the site for use by the District.

RECOMMENDATION NO. 31 RESOLUTION
IN SUPPORT OF PROPOSITION 26
It is
recommended that the Board of Trustees adopt the following resolution in
support of Proposition 26 on the March 7, 2000 ballot.
WHEREAS, the
primary mission of California’s community colleges is to offer academic and
vocational education at the lower division level for both younger and older
students, including those persons returning to school; and
WHEREAS,
California’s community colleges play a critical role in the state’s economic
growth and global competitiveness through education, training, and services
that contribute to continuous work force improvement; and
WHEREAS,
undergraduates will comprise 95.2% of enrollment demand in higher education
growth through 2010 and 74% of that demand will occur in California’s community
colleges; and
WHEREAS, the
capital outlay demands of the state’s 106 community colleges in 72 districts
far exceeds the available state resources to address them; and
WHEREAS, a
tidal wave of more than 490,000 new students will enter the community college
system by the year 2010, a 32% increase over current enrollments; and
WHEREAS, over
half of the buildings on our community college campuses are over 30 years old;
and
WHEREAS, the
California Postsecondary Education Commission estimates that $232 million per
year is needed to maintain the existing community college campuses through
2010-11; and
WHEREAS, the
California Postsecondary Education Commission estimates that $294 million per
year is needed for the construction of new buildings and campuses through
2010-11; and
WHEREAS,
approval of local school bonds by a majority of the voters would give
communities greater flexibility in funding their facility needs, thus
decreasing their reliance on scarce state bond funds;
THEREFORE, BE
IT RESOLVED that the Santa Monica Community College District supports the
passage of Proposition 26 on the March 7, 2000 ballot because it is a necessary
and fair initiative.

who donated more than $500,000 to SMC for a new planetarium, and Robert
