SMC Childcare Center Operation and Management Call For Proposals

Santa Monica College is seeking a professional nonprofit Childcare Center Operation and Management proposal from qualified firms that

  • Currently provide licensed childcare services at private or public childcare facilities, and;
  • Have a proven track record of successfully operating and managing centers comparable in size, quality, and type to the SMC Early Childhood Education Center / Lab School (ECEC) currently under development.

With this new facility, the SMC Early Childhood / Education Department is establishing a model center which exemplifies quality, evidence-based practice in early care and education, and in the training of student teachers. The Center will support and articulate the interconnectedness between theory, research and practice involving multiple disciplines concerned with the development of children and families, and be consistent with NAEYC Accreditation guidelines and Developmentally Appropriate Practice. 

The Department’s goal for the Lab School is to provide community leadership in early childhood education through offering opportunities for students, researchers and practitioners to observe and work with infants, toddlers and young children through the age of five. The Department anticipates that observers from the SMC Health SciencesKinesiologyPsychology and other degree programs, the Rand Corporation, and other colleges, universities and ECE centers will be regular visitors to the school.

Construction drawings will be completed and in the approval pipeline before the operator is selected.  The facility will be delivered as designed and the operator will not have the opportunity to request design changes before occupancy.  Any changes desired by the operator after occupancy must be approved by the College and will be at the operator’s expense.

All proposals must meet the minimum qualifications as shown in the Executive Summary/Statement of Qualifications portion of the RFP. Proposals not meeting the minimum qualifications will not be reviewed or evaluated. A separate Statement of Qualifications document MAY also be submitted for early review, prior to the proposal submission deadline. If submitted early, should the proposer pass this initial review, they are then approved to submit the full proposal by October 2nd for review.

Submission Deadline

The Proposal deadline is Friday, October 2, 2015 at 5 p.m. PT.

Should you select to submit the Statement of Qualifications (Response to Questions) for early review, please allow 1 week for review and allow adequate time to prepare and submit a full proposal by the October 2, 2015 deadline.

Instructions for Submitting Your RFP

The required documents are:

  • A Narrative Proposal and Financial/Budget Proposal
  • This Statement of Qualifications document is to be used only if you choose to submit for early review. 
The RFP, templates and information needed to guide completion of the required documents are provided in PDF and Excel files above.

Documents 4 and 5 are in an Excel format so that you may enter your information into the templates. Make sure to SAVE and RENAME the Excel template files so that you can work with them.
 
Proposals may be provided in PDF, Word, Wordperfect, and/or Excel formats.

Completed Statement of Qualifications early submissions and full Proposals should be transmitted electronically to Child Care Planning Associates at lfarwell@caltech.edu. Inquiries should be transmitted electronically to the same email address.
