OPEN ENROLLMENT

The policy of the Santa Monica Community College District is that, unless specifically exempted by statute or regulation, every course, course selection, or class offered and maintained by the District and reported for state aid shall be fully open to enrollment and participation by any person who has been admitted to Santa Monica College and who meets the prerequisites established according to the regulations contained in Article 2.5, Subchapter 1, Chapter 6, Division 6 of Title 5 of the California Code of Regulations.

All grievances will be reviewed in terms of Title VI, Title VII, Title IX, and Section 504 law, and persons involved will be advised of the provisions of the law and their legal rights. If normal channels are not available or fail to meet legal requirements, the necessary action will be initiated. A record of all Title VI, Title VII, Title IX, and Section 504 grievances will be maintained, and the general nature of such grievances and progress toward their resolution will be reported to the Affirmative Action Committee.

ENGLISH SKILLS NOT REQUIRED TO ENROLL IN VOCATIONAL PROGRAMS

Lack of skills in English is not a barrier to enrollment in vocational programs. All Career Certificates offered at Santa Monica College are designed to provide students with necessary skills to compete successfully in related job markets. ACADEMIC ADJUSTMENTS FOR STUDENTS WITH DISABILITIES

SMC complies with State and Federal law with regard to modifying academic requirements to ensure that they do not discriminate, or have the effect of discriminating on the basis of handicap, against qualified handicapped applicants or students. The procedure for seeking an academic adjustment is:

   1.   Prior to or at the beginning of the semester, a qualified handicapped student contacts the relevant instructor or instructors (or requests staff at the Center for Students with Disabilities to initiate the contact) with a request for an academic adjustment;

   2.   The instructor or instructors discuss the request with the student and confer with the staff at the Center for Students with Disabilities to determine an appropriate adjustment; and

   3.   If the student, instructor(s), and staff at the Center for Students with Disabilities are unable to agree on an appropriate adjustment, the matter may be referred to Sandi Burnett, ADA/Section 504 Compliance Officer. STUDENT RIGHT-TO-KNOW STATEMENT

To comply with the Student Right-to-Know and Campus Security Act of 1990 (Public Law 101-542), Santa Monica College makes available the completion and transfer rates of first-time, full-time students seeking certificates, degrees, or transfer. The student success rates are based on tracking these students as a group for a three-year period that begins with the Fall semester of the year they first enroll in college.

The College provides this data to inform all current and prospective students—as “consumers” of higher education—on how well Santa Monica College compares with other colleges. The completion and transfer rates presented here are derived from the most current data available at the time this catalog went to press, and apply only to those students who entered SMC in Fall 2000.

Of the Fall 2000 cohort, 52.7% of the first-time, full-time students earned a degree or certificate at Santa Monica College, or transferred from SMC to a University of California, California State University, or another California Community College.

Within that group, 65.4% of the students earned a degree or certificate or became transfer-prepared between Fall 2000 and Spring 2003; and 34.6% transferred to a UC, CSU, or California Community College between Spring 2001 and Spring 2003 before attaining a degree, certificate, or becoming transfer-prepared.

STUDENT PRIVACY RIGHTS

The Family Education Rights and Privacy Act of 1974 (FERPA) requires educational institutions to protect a student’s privacy by developing policies and implementing procedures for maintaining the student’s records to prevent unauthorized access to them, and limit the types and levels of access that are permitted. FERPA grants selected access to student records, but limits how and what kind of information in those records can be shared with others. Students have the right under FERPA to inspect their own student records, have errors in the records corrected, obtain a personal copy of their records, and request that certain types of information in their records not be disclosed.

To comply with FERPA, Santa Monica College has developed policies governing student records and procedures for safeguarding those records, sharing student information with individuals and organizations), and maintaining a record of persons and organizations who request or receive information from student records.

Student Records

Except where authorized by FERPA, Santa Monica College does not permit any person or organization to have access to files, records, and documents designated as “student records” without the written consent of the student.

The College classifies the following as “student records”: scholastic records, test scores, registration cards, admissions cards, transfer transcripts, change of record notices, graduation petitions, general petitions, general education certifications, incomplete verifications, verification of attendance requests, veterans folders, health services folders, employment office folders, student discipline files, College police department files, and vocational certificate files.

For a detailed description of SMC’s policies and procedures regarding student records—as well as the procedures for inspecting your own student records or challenging specific sections of them—please contact the Admissions Office. You may also request a copy of your records from the Admissions Office.

Directory Information

Santa Monica College limits the information from student records that it shares with outside agencies and individuals (including parents of enrolled students) to “directory information” unless the student gives written permission to share additional information.

The College classifies the following as “directory information”: the student’s name, address, telephone number, e-mail address, date of birth, enrollment status, class, major, periods of enrollment, dates of attendance, degrees/certificates awarded and other honors, participation in officially recognized activities and sports, and weight and height of athletes.

Students who do not wish to have their directory information disclosed should file a request in writing with the Admissions Office.
