- Be at least 18 years of age
- Be a college sophomore at the time of application, pursuing an associate degree and transferring to bachelor’s degree program that fall term, after participating in the program
- U.S. Citizen
- Minimum of a 2.8 overall GPA or above on a 4.0 scale
- Participate in the mandatory orientation activities and technical forum where they will present their research findings and participate in other forum activities
- Complete a profile on Zintellect
- Complete the MLEF online application

- Short-answer responses to essay questions
- Unofficial transcripts with name of academic institution, name of the student, completed/in progress coursework and grades. Documents must have all social security numbers, student identification numbers, and/or dates of birth removed (blanked out, blackened out, made illegible, etc.) prior to uploading into the application system.
- Contact information for two individuals who can serve as references. The first reference should be from an academic source and the second reference can be either from an academic or professional source. References will receive instructions on how to complete an online reference questionnaire on your behalf after you have submitted your application; therefore early submission is strongly encouraged.
- Demonstrate in the application leadership potential; commitment to public service; interest in energy-related issues and strong written and verbal communication skills
- Pass a security screening and test to participate in the program and receive your badge access to DOE buildings and facilities
